From the early 1960s through the late 1990s, Staff Development Centres, Social Development Institutes, and some polytechnics in Nigeria offered certificate programmes in social welfare. These programmes trained junior and lower-cadre social welfare officers who provided essential services within communities.
Over time, institutional reforms led many of these institutions to discontinue certificate-level social work programmes. Today, most polytechnics and universities offer diploma and degree programmes in Social Work, leaving a major training gap for junior personnel and community-based workers who hold First School Leaving Certificates or secondary-school qualifications.
As a result, many individuals working in social services, child protection, community development, and welfare support handle sensitive cases without formal professional training. This situation highlights the urgent need for accessible, practice-oriented certificate training in Social Work.
The enactment of the Nigeria Council of Social Work Act, 2022 further reinforces this need by requiring a minimum of one year of recognised Social Work training before professional practice. In addition, a recent workforce survey in Kano State indicated that more than 60% of social welfare personnel lack relevant qualifications. The Professional Certificate in Social Work is therefore designed to strengthen the capacity of junior personnel, support existing workers without formal training, and promote compliance with national professional requirements.
The programme is designed for:
Community development workers
Social welfare assistants
Community volunteers working with vulnerable children and families
Civil society organisation personnel
Child-protection workers
Community health extension workers
